GitHub Actions matrix exclude doesn't match

github actions.*matrix.*exclude.*does not match any configuration

Fixes

1.Ensure exclude values exactly match the matrix combinations
2.Use include to add specific combinations instead of complex excludes
3.Check that excluded keys use same types (string vs number)
