Fixes
- 1.Destroy dependent resources first by using target: terraform destroy -target=dependent
- 2.Remove the dependency relationship before destroying
- 3.Use force_destroy = true if the resource supports it (S3 buckets, etc.)
- 4.Empty the resource first (delete objects in bucket, detach policies)
